Ambassador Thomas Winkler is Under Secretary for Legal Affairs (legal adviser) at the Ministry of Foreign Affairs of Denmark. He has served at the Danish embassies in Moscow, Kiev and Stockholm and worked in various departments within the Ministry, including as Deputy Head in the Department of Russia and the Balkans and the Department of European Union Law. He was appointed Head of the Department of International Law in 2004 until 2008. He was also responsible for the preparation of the Arctic Ocean Conference in Ilulissat, Greenland, in May 2007. Thomas Winkler is an Associate Professor of International Law at the University of Copenhagen.
