Alexander Vylegzhanin is the Director of the Law Research Center,
Council for Research of the Productive Forces, Russian Academy of
Sciences. He is also Chief of the Department of International Law,
Moscow State Institute of International Relations and International
Arbitrator, nominated by the Russian Federation according to Annex
VII (“Arbitration”) of the UN Convention of the Law of
the Sea, 1982.
Prior to his present position, Dr. Vylegzhanin was Chief of the Legal
Division of the Institute of External Economic Relations of the Russian
Federation; Legal Counselor in the Ministry of External Economic
Relations of the Russian Federation; Legal Counselor in the USSR
Ministry of Fisheries, Foreign Relations Department; and holds a
Doctor degree in Law, delivered by the Diplomatic Academy, Ministry
of Foreign Affairs, in 1984. In 2002, he defended his theses in International
Law of the Sea (for Professorship position). He has published more
than 80 scientific articles and 6 books on international law (in
Russian and English).
